New Laws on Spatial Planning and Construction Adopted in Montenegro
In March 2026, Montenegro adopted the new Law on Spatial Planning and the Law on Construction of Buildings, establishing an updated legal framework for spatial development and the implementation of construction projects. These laws aim to improve planning and construction procedures, strengthen legal certainty, and provide clearer rules for all stakeholders involved in the process – including public institutions, investors, designers, contractors, and supervisory bodies.
In December 2025, the Government also adopted the Draft Law on Amendments to the Law on Construction of Buildings, introducing additional clarifications and improvements to enhance construction control, strengthen supervision mechanisms, and improve the overall business environment. According to the official statement, these amendments further reinforce the institutional framework and contribute to protecting space as one of Montenegro’s most valuable resources.
These legislative developments represent an important step towards modernizing the spatial management system and improving standards in the construction and infrastructure development sectors. A clear and functional regulatory framework is widely considered a key prerequisite for higher-quality project implementation, more effective control of procedures, and long-term protection of space.
