Preparation of the formation of the Regional Center for Waste Management in Nikšić

The municipality of Nikšić has recently started activities on creation of the Regional Center for Waste Management in Nikšić, which is defined by the proposal of the State Plan for Waste Management in Montenegro 2024-2028.

Preparation of the formation of the Regional Center for Waste Management in Nikšić

The municipality of Nikšić has started activities aimed at forming the Regional Center for Waste Management in Nikšić, which is defined by the proposal of the State Plan for Waste Management in Montenegro 2024-2028, that will be adopted by the end of the current year.

An analysis of the current situation was carried out, financed by the World Bank, and grant funds were also provided from the World Bank, which will be used for the preparation of preliminary documentation for the assessment of the impact on the environment and society, the economic viability of the future center, and the management model, that will facilitate the entire process.

The municipality of Nikšić has entered into the procedure of creating project documentation for the establishment of a transfer station for municipal waste, which is in the revision phase, a recycling yard for which environmental approval has been obtained, as well as a Program for the collection and transportation of waste in the territory of the municipality of Nikšić. They have the support of the Union of Municipalities of Montenegro, in order to improve the existing communal infrastructure in anticipation of the start of the construction of the Regional Center.

The Ministry of Ecology, Sustainable Development and Development of the North and the Environmental Protection Agency are involved in all stages of preparation for the formation of the Regional Center. The implementation unit has been formed in the relevant Ministry, which will prepare documentation for public calls.

The regional center for waste management in Nikšić will also provide the municipalities of Pljužine, Šavnik and Žabljak with waste deposit services that will be further sent to the recycling and processing process. Sustainability studies will also show the potential of the wider market.

Local government utility company, Komunalno Nikšić doo, has an impact on the preparation of the construction of the Regional Center, by being registered for the first time for its activities with the Environmental Protection Agency and it is preparing  procurement of specialized trucks and containers for the collection and transport of municipal waste.

Impact on Industry: 

By forming the Regional Center for Waste Management in Nikšić, the obligations prescribed by the current Law on Waste Management would be fulfilled and a concrete contribution would be made in the context of the goals on recycling. That is very important for the national economy and successful closure of Chapter 27 towards future Montenegrin membership in European Union.

Conclusion: 

Municipality of Nikšić, together with associated work, provide by experts from Environmental Movement Ozon, has made great progress towards formation of Regional waste center, that will not only serve Nikšić, but also three other municipalities from the North of Montenegro.
